Duct cleaning and mold remediation are different services performed by different licensed professionals in Florida. Here's how to tell which one you need — and why the difference matters.
Two of the most searched phrases in Florida HVAC are "air duct cleaning" and "mold remediation." They sound related, they're often sold together, and there's significant confusion about what each one actually does. That confusion is worth clearing up, because in Florida, getting the wrong service — or getting both from the same company under circumstances that aren't legally permitted — can mean spending money on something that doesn't solve your problem.
What duct cleaning actually does
Air duct cleaning removes accumulated debris from the interior surfaces of your duct system. Using negative-pressure equipment, a technician connects a powerful vacuum collection unit to the duct system, creates negative pressure throughout the ductwork, then uses brushes, air jets, and other agitation tools to dislodge and extract debris.
What this removes: dust, pet dander, pollen, construction debris, and biological material that has accumulated on duct surfaces.
What this does not do: it does not kill active mold growth. It does not address the moisture source that allowed mold to grow in the first place. If you have active mold growth inside your ducts, cleaning those ducts without addressing the moisture source means the growth will return. The EPA is explicit about this: "If your ducts are contaminated with substantial visible mold growth, you should have them cleaned. However, the underlying cause of the contamination needs to be identified and corrected. If the moisture problem that allowed the growth is not fixed, the growth will return."
What mold remediation actually does
Mold remediation is the process of safely removing mold-contaminated materials and treating the affected area to prevent recurrence. It involves:
- Containment of the affected area to prevent spore dispersal
- Removal of contaminated porous materials (drywall, insulation, fabric, in some cases flex duct liner)
- Treatment of non-porous surfaces with appropriate biocides
- Verification testing after completion
- Repair of the moisture source that caused the growth

The Florida rule on assessment vs. remediation
This is the part that Florida homeowners specifically need to understand. Florida law does not allow the same individual or company to perform both the mold assessment and the mold remediation on the same project. The separation exists because it prevents a conflict of interest: if the same company assesses the problem and performs the remediation, there's a financial incentive to find more mold.
A licensed mold assessor evaluates the scope of the problem and writes a remediation protocol. A separate licensed remediator performs the work. The assessor then performs post-remediation verification testing to confirm the work was effective.
If a company tells you they can both assess your mold problem and remediate it on the same job, that is a red flag in Florida. Confirm what licenses they hold at DBPR before signing anything.
How to tell which one you need
Start with an honest visual inspection. Can you see active mold growth? If you open register covers, pull out filters, or access the air handler cabinet and see visible growth (typically black, green, or white fuzzy or powdery material), you have confirmed mold. At that point, you likely need mold remediation, not just duct cleaning.
What does your nose tell you? A musty smell that comes and goes with AC cycles suggests biological material in the system — but this can be surface-level buildup on duct walls, coil growth, or drain pan issues, all of which duct cleaning and coil cleaning can address. A smell that is persistent and doesn't vary with AC operation suggests something more established.
Was there a water intrusion event? If your home experienced flooding, roof leaks, or significant water intrusion, and the affected area included spaces adjacent to ductwork, mold remediation may be warranted. Standing water that reached ductwork for more than 24–48 hours almost always means contaminated insulation inside flex ducts — insulation that cannot be cleaned and needs replacement.
Do you have test results? If an independent mold assessor has already performed testing and provided a remediation protocol, follow it. The protocol will specify what needs to be done, who is licensed to do it, and what post-remediation verification is required.
When duct cleaning makes sense and when it doesn't
Duct cleaning makes sense when: - Your system has not been cleaned in 3–5+ years and shows signs of normal debris accumulation - You've recently completed home renovations and have construction dust in the system - You have confirmed biological growth on duct surfaces from a minor, addressable source (such as a one-time condensate overflow that has since been repaired) - You want to refresh the system after purchasing a home with an unknown service history
Duct cleaning alone does not make sense when: - You have confirmed mold growth covering significant surface area inside the ductwork - The moisture source that caused the growth has not been identified and fixed - You have contaminated porous duct insulation that needs removal, not cleaning - A licensed assessor's report specifies remediation rather than cleaning
The honest answer for most Tampa homeowners
Most Tampa Bay homes that present with musty smells or indoor air quality concerns don't have a remediation-level mold problem. They have a moisture management issue — often at the coil, the drain pan, or in a section of aging flex duct — combined with normal accumulation of biological material on duct surfaces. Thorough cleaning that addresses the whole system, including coil cleaning and drain pan treatment, resolves the problem in most cases.
The scenario that requires licensed mold remediation is less common but more serious: confirmed active growth that has established beyond duct surfaces, or flooding-related contamination that has affected structural materials. Getting the right diagnosis at the start saves time and money. It also means the problem actually gets fixed.
